A younger son of the Rev. T. Northcote Toller, Independent Minister of Kettering, where he was born 21 October 1815. He settled at Leic. about 1836, was elected a member of the council 1 November 1850 for East St. Mary's Ward, an alderman 17 November 1853, again mayor 1862, retiring from civic life ten years later upon being appointed Town Clerk of Leic. 1 October 1872, which office, however, he resigned a few weeks later, owing to failing health.

He died at Eastbourne 15 October 1885, aged seventy, and was interred at the Welford Road Cemetery. M.I. Will proved at Leic. 23 November 1885 by George Toller of 2, Wycliffe Street, Leic., solicitor, the son and one of the executors. Personal estate £17,190 3s. 7d.
