Son of Thomas Windley of Leic. and descended from the Windleys of Nottingham; born at Leic. 24 May 1835, educated privately, taking up journalism in early life as a profession; first published the "Midland Free Press" in 1861. He entered the council as one of the representatives for North St. Margaret's Ward 1 November 1872. In 1876 he was elected chairman of the Sanitary Committee, a position he held for forty seven Years, was elected an alderman 30 November 1878, was placed upon the commission of the peace for the borough in 1896, and again filled the civic chair as supplementary mayor for eight weeks in 1901.

In recognition of his valuable services to the town the Honorary Freedom of the borough was presented to him 8 July 1903. He married twice, and by his second wife, Miss Julia Noble of Leic., had a numerous family.

Mr. AId. Windley, "Father of the City Council," died at his residence, 34, St. James' Road, Leic., 1 October 1932, aged ninety'seven years, and his remains were laid to rest a few days later at the Welford Road Cemetery. He had been in failing health for several months, and he died in his sleep. Known as the "Grand Old Man" of Leicester's municipal affairs, he was one of the far~ seeing pioneers of the public life of the city. His vigorous leadership which sprang from a passion for health and cleanliness, paved the way to the present modern system of sanitation. He retired from business activities some years previously, but retained his seat on the aldermanic bench until his death. His will was proved at Leic. 8 November 1932 by Thomas Yeomans Baker, retired instructor, Capt. H.M. Royal Navy, and William Edwin Hincks, secretary. Gross value of his estate £12,907 18s. 2d., with net personalty £9,970 7s. Id.

At a meeting of the town council 23 September 1901, Aid. Thomas Windley ex~mayor was unanimously chosen mayor in room of AId. Lennard, deceased, to serve for the remainder of the term of eight weeks.
