A native of Leic., son of Mr. Joseph Hilton of this borough and born in 1845; educated at the British School, formerly a member of the Belgrave Local Board, represented Belgrave on the first county council and joined the borough council 1 November 1894 for No. 12 Ward. He was appointed a J.P. 1905, an alderman in 1907, was a staunch liberal and a member of the St. John's Lodge of free masons ; married in 1867 Harriet, daughter of Thomas Gibson of Leic., and had issue, four sons and one daughter. For some years he resided at The Fernery, Loughborough Road, Belgrave.

Mr. Stephen Hilton died at The Victoria Nursing Home, Cambridge Road, Bournemouth, 16 March 1914, in his seventieth year and was buried at the Belgrave Cemetery a few days later. His will was proved at Leic. 6 June 1914 by John William Barker, house painter and decorator, and Arthur Tollington, dry salter and merchant. Effects £109,004 2s. 11d.
