Son of Mr. Mantle Hubbard of Upping ham, co. Rutland, later of Leic., by his wife Mary Ann, formerly Mantle, and descended from the Hubbards and Mantles of Langham in that county. Born at Uppingham 26 February 1865 and educated at the College, Bishops Stortford, he came to Leic. at an early age, where practically the whole of his business career was spent. He was first elected a member of the council for the" Castle Ward in 1902, a seat he held continuously for upwards of twenty-two years, until elected an alderman 12 May 1925. In 1917 he was appointed a J.P. for the borough. He married Miss Elizabeth Poynton of Leic. by whom, who is still living, he left issue a son and a daughter.

Ald. Hubbard died at his residence "Cottesmore," London Road, Leic., 18 July 1934, aged sixty-nine, and was buried at the new Saffron Hill Cemetery. His will, dated 21 August 1924, was proved at London in 1934, gross estate £17,985 2s. 0d., net £15,014 4s. 10d.
