Son of Joseph Henry Hand, formerly of Derby, and

descended from an old Derby family, was born in Chester Street, Leic., 12 February 1865, received his early education at two Church Schools, Charnwood Street Elementary School and later at the Vaughan Working Men's College. Like many of his colleagues,

he has had an eventful and interesting career, commenc­ing work at eleven years of age, having had to make many changes as a journeyman carpenter before commencing in business on his own account in 1915.

Entered the council chamber on the occasion of a vacancy occurring in No. 11, The Abbey Ward, 10 October 1910, elected an alderman 29 July 1924, placed on the Commission of the Peace for the city 1927 and elected as Leicester's second Lord Mayor 9 November 1928. Is a member of the local Labour Party and still an active member of the corporation.

He married 21 May 1888 Miss Elizabeth (Lilly), daughter of John Downton of London, later of Leic., and has issue, two sons and one daughter.
