Son of the late Mr. George Kinton Billings of Leic. by his wife, a daughter of Mr. William Key of Woodgate, and a grandson of Michael Billings of Leic. He was born in Highcross Street 17 November 1867, educated at the Wyggeston School, married 26 September 1895 Frances Elizabeth, only child of the late Mr. Edward Barrand Pipes of Leic., and has issue.

Mr. Billings commenced his public career on being returned to the council 9 November 1916 as a representative for No.7, the Wycliffe Ward, in the conservative interest. He is a staunch churchman, a member of St. Peter's, has been chairman of the Leic. and Leics. Constitutional Club since March 1925. At present (1935) he is chairman of the Leic. Farms Committee who farm 2,500 acres, vice-chairman of the Tramways and Motor Omnibus Committee, and serves on the Watch, Fire Brigade, Mental Hospital and Assessment Committees. For fifteen years he was a member of the Gas Committee. He is a Justice of the Peace, having been appointed 30 April 1924, was elected an alderman 31 May 1932 and seventh Lord Mayor of the city 9 November 1933.

The Billings are an old Leics. family, the main branch being seated at Osbaston in the reign of Queen Elizabeth. John Billings died there in 1613, Michael and John Billings, descendants, were freeholders at Hinckley in 1775. Branches of the family later settled at Leic. and Sheepy Magna.
