Born in Leicester on the 7th March 1885, son of the late Amos Wale of Leicester.

He attended the Belgrave Road Council School, leaving at the age of 13 years to commence work. He began to take an active interest in physical training and soon became prominent in local gymnastic circles.

At the age of 18 years he commenced business on his own account in the Glass and China trade, establishing the present firm of. W. Wale (Leicester) Ltd.

At an early age he began to read and study political and economic subjects, and soon became very active in local politics, joining the Independent Labour Party, whose nominee he was, when first elected to the City Council in November 1927, for the old St. Margaret Ward. He later transferred to the De Montfort Ward upon the rearrangement of the wards due to the City boundary extensions, and he has held his seat continuously by big majorities.

He has served on various Committees of the Council, his main interests being in the following-Electricity (of which Committee he was Vice Chairman for eleven years), Mental Hospital (Chairman of the House Sub, Committee) and Old Age Pensions (Chairman for 12 years), until these Committees passed under Government control, and the Finance Committee.

He has always taken a keen interest in the Parks and Recreation Grounds Committee, of which Committee he has been Chairman for the last 4 years. He was responsible for the formation of the Entertainments Subcommittee of this Committee, of which he has been Chair, man since its inception 22 years ago. He was also responsible for the re-establishment of the City Show and Festival on a larger scale.

He was High Bailiff for the City of Leicester in 1946 and in November of that year was elected to the Aldermanic bench.

He married in April 1907, Florence Madeleine Ford of Leicester, by whom he has issue, two daughters.
