Second son of the late Sir Frederick and Lady Oliver. He was born at Leicester on the 31st October 1900; educated at Rugby School and in 1919 joined the family business of George Oliver (Footwear) Ltd., of which he is now the Chairman and Joint Managing Director.
Like his father, he has taken a keen interest in the Territorial Army, being commissioned in the 4th Battalion, The Leicestershire Regiment in 1922. In August 1939, he was called up and remained on active service until July 1945, during which time he served for nearly two years in the Burma Campaign. He was awarded the Territorial Decoration in 1942.
For a number of years he has taken an active part in politics on behalf of the Conservative Party, holding numerous offices, and in May 1933, was elected to the City Council for the Wycliffe Ward. He represented that Ward continuously until elected an Alderman in May 1949. He held the Office of High Bailiff in 1947, during the Mayoralty of Alderman. N. Frears, and is at present Chairman of the Welfare Committee.
He was appointed a Deputy Lieutenant for Leicestershire in 1950.
In his younger days he played Rugby football and cricket.
In 1928 he married Mary Margaret, daughter of the late Councillor H. Simpson, D.L. (Mayor 1924~25) and has one son and two daughters.
