Hairdressing and Beauty Treatment
Registration
Under the Leicestershire Act 1985 (Section 23) and the Public Health Act 1961 (Section 77) if you or your employees are carrying out hairdressing then you are legally required to register both the owner of the business and the business premises with Leicester City Council's Health and Safety Team.
Under the Local Government (Micellaneous Provisions) Act 1982 you must register the same if tattooing, acupuncture, body piercing, electrolysis or any other invasive treatments are being carried out at your premises.
Please contact us to let us know your details and you will be sent a registration form, health and safety guidance and by-laws specific to the treatment that you practice. Upon receipt of the registration form and fee an officer will contact you to arrange to carry out a health and safety inspection for your premises.
The costs for registration are as follows:
- Business Owner - £63
- Business Premises - £89
- Additional Premises - £89
- Person in charge of additional premises - £63
If you are carrying out more than one treatment then you must pay to register the premises once and then each treatment separately.
For example, if a business is carrying out hairdressing and ear piercing the costs will be as follows:
£89 (Premises)
+
2 x £63 (2 treatments) = £215
Following the health and safety inspection two certificates will be issued to you to confirm that you have registered both the business owner and the premises. These are to be displayed in your premises to make customers aware that your business complies with health and safety legislation and relevant by-laws.
Failure To Register
Under the Leicestershire Act 1985 section 23(5), any person who without reasonable excuse fails to register themselves and their business premises with their Local Authority shall be guilty of an offence and liable to a fine not exceeding £1000.
Section 23(6) of the Act also makes it a legal requirement to keep and display the certificates of registration in your business premises.
