Under Leicester City Council bylaws anyone already carrying out or intending to start providing the above special treatments must register themselves and the premises where the treatment(s) is taking place with Leicester City Council.
Businesses required to register include tattooing and piercing studios, beauty salons, barber shops, chemists and jewellers offering ear piercing, mobile hairdressers, therapists/artists working from home, etc.

The registration form must be returned to the Health and Safety Team with the correct fee attached (either cheque or postal order only). The bylaws require that a copy of the documents be kept within the trading premises at all times.
Upon receipt of the registration form and fee an officer will contact you to arrange to carry out an inspection of your premises.

Listed below are Leicester City Council's current registration fees. These only have to be paid once.
There is a fee for both the business owner and the premises which are as follows:

Under Leicester City Council's bylaws (see below) any person who without reasonable excuse fails to register themselves and their business premises with their Local Authority shall be guilty of an offence and liable to a fine not exceeding £1000.

An Officer will carry out an inspection to ensure that the business is complying with the hygiene requirements set out in the bylaws and as well as their duties under Health and Safety law.
Provided there are no issues, following the inspection two certificates will be issued to the business to confirm that they have registered both the business owner and the premises. These must be displayed in the business premises to make customers aware that the business is compliant with the relevant bylaws.
Businesses will also be given a window sticker to display at the front of their premises to help members of the public identify registered and compliant businesses.
