Licensing Policy

Licensing Policy
The Licensing Act 2003 requires us to review our policy every three years. Following consultation undertaken in summer 2007 an updated Licensing Policy was prepared. This was approved by Full Council on 22 November 2007 and will be the City Council's Licensing Policy from February 2008 to February 2011. The Policy is available as an attachment below, together with the Equality Impact Assessment.

Cumulative impact
When the policy was reviewed, the Police asked that we retain the cumulative impact policy that had formed part of the original policy. Members of the Council agreed to do this. Government guidance on cumulative impact policies is attached below.

Three yearly review
The next review of the Licensing Policy is due to take place in 2010, ready for implementation in February 2011.

Pool of model conditions
A document showing a pool of model conditions is also attached below. Applicants or persons making representations may find this useful.

Old Licensing Policy
The City Council's first Licensing Policy was approved on 25 November 2005. The policy sets out how we carried out our functions as Licensing Authority during the three year period commencing on 7 February 2005. This policy has now been superseded but it is available below, together with supporting documents, for information.
