Personal Licence
The Licensing Act 2003 specifies that every supply of alcohol made under a premises licence must be made or authorised by a Personal Licence holder. In addition, every premises involved in the sale or supply of alcohol must have one nominated Designated Premises Supervisor, who must hold a Personal Licence.
Due to the importance of the role, the Licensing Authority considers it good practice for more than one personal licence holder to be associated with each premises that is licensed to sell alcohol. This will make it more feasible for there to be someone with a personal licence on the premises for the majority of the time.

How do I apply for a Personal Licence?
All applicants for a personal licence must:
- be over 18
- hold a relevant licensing qualification
- provide a criminal record check that is no more than a month old
- provide two passport sized photographs
- provide a disclosure of convictions and declaration
- submit a correctly completed application form

New applicants may obtain their criminal record check via CRB Scotland. Application forms are available from CRB Scotland as follows:

By sending a fax to 0870 609 6996;

By writing to Disclosure Scotland, PO Box 250, Glasgow, G51
Applicants can also obtain a criminal record check from the Police. Current advice is that these checks take approximately 8 weeks to complete. The relevant form can be accessed from Leicestershire Constabulary's website via the following link:

Alternatively, a form can be obtained by calling 0116 2222222 extension 5222 or by visiting the Front Enquiry Office of a police station.

Photographs
Two photographs must be submitted, which meet the following criteria:
- contrast against the background
- measure 45mm x 35mm
- show the full face uncovered and without sunglasses and, unless the applicant wears a head covering due to their religious beliefs, without a head covering
- one of the photos must be endorsed as a true likeness of the applicant by a solicitor or notary, professional person, or a person of standing in the community.
