Improving life chances of children and young people in the care of Leicester City Council care by increasing educational attainment at GCSEs.
Indicators by which performance will be measured
For the purposes of this target, “Looked After Children” are defined as children who were looked after by the city council on 30 September 2004 and who on that day had been looked after continuously for at least one year (ie since 1 October 2003 or earlier).

The Performance Reward Grant will be divided between the 4 Performance Indicators as follows:

Indicators by which performance will be measured
- Number of children leaving care aged 16+ with 5 GCSE’s at grades A*-C
- Attainment at keystage 2 level 4 for looked after children against Leicester’s cohort norm in English, Maths and Science
Performance will be measured using the KS2 results for the summer of 2004. The ratio will be based on a) the % of looked after children completing KS2 in the summer of 2004 who achieve level 4, divided by b) the % of pupils in Leicester schools completing KS2 in summer 2004 who achieve level 4.
“Leicester schools” = as defined by DfES Statistical First Release published in October 2004. - Percentage of looked after children who achieve entry level qualifications
(ie Qualifications contained in Chapter 1 parts 1-10 and Chapter 2 parts 1-10 of DfES guidance of approved external qualifications under section 96 of the Learning Skills Act 2000 for pupils, students and trainees under the age of 19.) - The proportion of looked after children excluded from school (QP9)

- 55% of looked after children achieve entry level qualifications
- 2% of looked after children excluded from school
Enhancement in performance with the Local PSA
- 5 Additional children leaving care achieving 5 GCSEs Grades A* -C
- Increase in attainment at keystage 2 level 4 (summer 2004) for looked after children against Leicester’s cohort norm:
- English 20% points
- Maths 25% points
- Science 15% points
- English 20% points
- 20% more looked after children achieve entry level qualifications
- 2% less looked after children excluded from school
