Addressing fuel poverty by improving the condition of housing stock in the private sector.

Indicator by which performance will be measured


Number of vulnerable households in the City of Leicester area assisted and measures installed

A “vulnerable household” has one or more persons resident that are at risk of ill health as a result of the inability to maintain an adequate heating regime.

“At risk of ill health” is defined as older person households (age over 60), disabled persons, persons suffering from chronic ill health, pregnant women and families with children (under 16).

All of the above will need to be in receipt of a means tested benefit (Warm Front qualification criteria) except for those cases identified through the Health Referral Network.

“Assistance” is defined as works carried out to improve the thermal capacity of the dwelling and/or having equipment installed or systems modified, to enable more efficient use of fuel.

Current performance (calculated in April 2002)

The number of vulnerable households is not currently recorded. Local Health Action Zone Project Work targeted at households suffering from ill health accounts for only approximately 60 cases per annum.
