Children Not Receiving Education (CNRE)

What is CNRE?
 
CNRE defines a Child or Children Not Receiving Education. 
 
A CNRE child is defined, by the Department for Children, Schools and Families, as being aged between 5 and 16, who is not on a school roll and has been out of education for more than 4 schools weeks.
 
The Children Act 2004 and Education and Inspections Act 2006 set out a series of new requirements on all local authorities and schools that relate to children not receiving education (CNRE).
 
This was as a result of the findings and recommendations from the system that failed Victoria Climbie.
 
Lord Laming wrote, in 2003:
 
I remind you that in the ten months Victoria was alive in this country she was known to no fewer than four Social Services Departments, three Housing Departments, and two specialist Police Child Protection Teams.  Furthermore, she was admitted to two different hospitals because of suspicions she was being deliberately harmed and was referred to a specialist Child and Family Centre managed by the NSPCC.
 
 
So, what is our duty now?
 
To never let it happen to another child
 
 
How are we working towards this never happening again?
 
 
We are identifying children not receiving education by adopting a tracking process with multi-agencies, allowing the Council to meet its joint aim and statutory obligations to ensure the safety and well-being of the children and young people of Leicester and prevent a repeat of the Victoria Climbie tragedy. 
 
 
Commencement of this process is Wednesday 2nd January 2008.  All our schools, community and neighbourhood centres and partners, such as the police, voluntary organisations, doctors surgeries etc will be helping to actively support this campaign.  Promotional posters, leaflets and notification pads are being posted to all our key sites throughout the City during December to ensure maximum impact for the New Year.
 
Members of the public reporting a child or children not receiving education:
 
The public can also help in this important area of checking that children are receiving education and attend school.  If you suspect that a child or children are not receiving an education or may not have a school place, i.e. children new to the city or who may not understand how to apply for a school place then please telephone the School Admissions Service on 0116 252 7811.  It may well be that the child or children are not at school for a very legitimate reason, but remember that the safety and welfare of the child is paramount.
 
Professional bodies and voluntary sector organisations reporting a child or children not receiving education:
 
You may come across a child or children during the course of your professional life who may not be receiving education or be registered for a school place.  On these occasions you must complete a referral form and fax it to the School Admissions Service on 0116 224 0367
