Licensing Young People who Model
Obtaining a Performance Licence
Application forms are available from the Education Welfare Service.
Completed application forms should be submitted to the address and must be accompanied by:
- Proof of Date of Birth (Photocopy of Birth Certificate)
- Two passport - sized photographs
- A completed medical declaration
- Chaperone details
At least two weeks notice should be allowed for the application to be processed.
Open Licences
Legislation now allows Local Authorities to issue ‘open’ licences that are valid for six months.
These are granted on condition that:
- The Model Agency has signed an agreement with the Education Welfare Service.
- The Education Welfare Service is given full details, in advance, of any assignment during the six months.
A maximum of ten days’ absence in any six- month period will be allowed, subject to permission being granted by the child’s headteacher.
It is the responsibility of the applicant to re-apply for each six-month licence. The Education Welfare Service does not issue reminders.
Who should apply for a Licence?
The person arranging the assignment should apply for the licence i.e. the modelling agent. Licences cannot be granted to parents or carers.
Licence Holder Responsibilities:
The licence holder is responsible for ensuring that the conditions of the licence are met.
The law states that children taking part in modelling assignments be cared for by a Matron, or Chaperone. The licence holder is responsible for ensuring that the Chaperones are registered (see Matron Leaflet).
The licence holder must keep records of licences issued for at least six months after the expiry of the licence and must show these records if so required.
Permitted Hours
Young models should not take part in performances if the duration of their appearance is more than two and a half hours; nor should they appear in more than one production per day unless their role is exactly the same each time.
A young person must not be present at the venue after whichever is the earlier time:
30 minutes after their last appearance or
10.00 pm (under 13 yrs) or 10.30 pm (13 and over)
A maximum of performances on 6 out of every 7 days are permitted, with breaks between subsequent weeks.
There is much legislation that applies to young people who take part in modelling assignments. This guide is intended to provide brief information about licensing children who wish to undertake such work.
Legislation requires that all children, from babies until over compulsory school age, who undertake modelling are licensed by the Local Authority where they live.
Young people are of compulsory school age until the last Friday in June of the school year in which they become 16.
