The Development Plans and Strategy teams are responsible for the preparation of all statutory land use plans, including the City of Leicester Local Plan, and also the Structure Plan and Waste Local Plan in co-operation with Leicestershire County Council and Rutland County Council. We are currently preparing the City's Local Development Framework.

Other functions:
- Regional planning: as a Strategic Planning Authority the Council contributes to the preparation of the Regional Spatial Strategy for the East Midlands.
- Supplementary Planning Documents (SPDs) are produced to augment the Local Plan and eventually Local Development Documents.
- Supplementary Planning Guidance (SPG) were previously produced by the Group under the earlier plan-making system..
- Annual surveys of land availability for employment and housing land, schedules of which are available.
- A statistical information service for the Council, particularly relating to the Census and related population statistics.
