Local Development Framework

The Planning and Compulsory Purchase Act 2004 has introduced a new plan making system at regional and local level. The commencement date for these new provisions was 28th September 2004. This new legislation replaces the previous system of structure and local plans with Regional Spatial Strategies (RSS) and Local Development Documents (LDD), contained within a Local Development Framework (LDF).

Transitional arrangements:
The new plan-making system includes transitional arrangements that allow for the adopted City of Leicester Local Plan 2006 to be 'saved' for a period of three years. Additionally, certain Planning Guidance linked to policies in the saved plan will continue to be a material consideration in deciding planning applications. Local Development Scheme (LDS)
The Local Development Scheme provides a public statement of the Council’s current planning policies and sets out a programme for the preparation of a portfolio of Local Development Documents (LDDs).
 
Statement of Community Involvement (SCI):
The Statement of Community Involvement sets out the City Council’s policy for engaging with and involving the community in the preparation of planning policies and proposals and in determining planning applications.
 
Core Strategy  
The Core Strategy Development Plan Document (DPD) will set out the vision, objectives and spatial strategy for the City. The issues and options for the Core Strategy have under gone consultation, these can be viewed here. The preferred options are being worked upon prior to submission in 2009. There will be consultation on the emerging strategy between 15th August and 3rd October 2008.  

Joint Waste Development Framework
The City and County Councils are preparing a number of waste local development documents. The Waste Development Framework will replace the existing Waste Local Plan.
 
The Waste Development Framework Core Strategy has now been submitted to the Secretary of State for the Department of Communities and Local Government and a formal consultation will be carried out between the 23rd June 2008 to 4th August 2008 on the submission document.

Supplementary Planning Documents (SPD):
The Supplementary Planning Documents expand on and give advice on how policies in the Local Plan – and eventually Local Development Documents (LDDs) – can be implemented.
 
Annual Monitoring Report (AMR):
 
The Annual Monitoring Report contains information on the implementation of the Local Development Scheme and provides monitoring data for the year.
