Leicester’s ERDF Local Investment Plan

In June 2008, Leicester was awarded an indicative £7.3m under Priority Axis 2 (PA2) of the East Midlands 2007-13 ERDF Competitiveness Programme -“IncreasingSustainable Economic & Enterprise Activity in Disadvantaged Communities”.
         
Leicester’s Local Investment Plan (LLIP) sets out the priorities for the City of Leicester for the first 3 years of the Programme (2007-10). The aim is to target resources on the most disadvantaged communities of the City through the 2 thematic approaches of Enterprise & Innovation and Supporting the Physical Infrastructure / Green Environment. In particular, we want to support the City’s disadvantaged communities to:
 
·  Increase the size and diversity of the enterprise base
·  Stimulate market demand within localities and their market linkages to other areas
·  Increase the level of private sector investment in disadvantaged communities
·  Improve access to employment opportunities
·  Improve the physical environment (green & built) and attractiveness of deprived areas
 
The LLIP will meet the PA2 delivery strands and indicative actions as set out in the East Midlands 2007-13 ERDF Competitiveness Operational Programme:
 
2a) Enterprise Support
2b) Access to Finance
2c) Access to Resources and Support
2d) Reviving Local Infrastructure and Environments
 
Elements of the above indicative actions (2a-1, 2a-2, 2b-1 and 2b-2) will be chiefly procured and managed as a regional programme but delivered in Leicester through the use of the Business Link Brand as the primary gateway.  However, there may be elements in particular around 2a-1, 2a-2 which will be commissioned at local level
 
On Friday 11th July we will be launching a £5m Open Call bidding round under all of the above Strands. The closing date for Expressions of Interest (EOI) will be Friday 8th August at 4:00pm
 
Future Deadlines for applications are as follows:
Friday 11th July 2008 – Leicester’s ERDF Local Investment Plan Launch together with a £5 million Open bidding round announced
 
Thursday 31st July 2008 - ERDF Information Seminar at the Town Hall, Leicester from 9:30 – 12:30
 
Friday 8th August 2008 – Closing date for 1st round EOI’s
 
Wednesday 27th August 2008 (week commencing) - confirmation for projects invited to the 2nd stage
 
Wednesday 24th September 2008 – completion of revenue project applications
 
Wednesday 8th October 2008 – completion of capital project applications
 
Monday 10th November - start date for projects to begin spending
