Allocations policy

Anyone can apply to go onto the Housing Register by collecting a Housing Application form. These are available from the Housing Option Centre, Phoenix House, Welford Place, or any of the neighbourhood housing offices around the City.

All applicants are awarded points based on their circumstances and housing needs. Examples of housing need include homelessness, medical reasons, overcrowding, etc. The applicant with the most points will usually be offered the next available property for that area based on their eligibility and suitability of the property.

The City Council only has a limited number of properties. Waiting lists in the more popular areas of the City can be quite long, so it is worth putting more than one area of choice on your application form, as this will improve your chances of being offered a property.

Once you have been selected, an offer will be made to you in writing. It is very important that you let the neighbourhood housing office know if you accept or refuse the offer before the deadline date on the letter.

The City Council operates a two offer policy, meaning that each applicant is entitled to two property offers. If the applicant refuses two reasonable offers, their points level will be reduced for 12 months, which could affect their chance of being offered a property. Applicants can appeal if this happens.
