A mutual home exchange is where two or more Council tenants or Housing Association tenants want to swap properties with each other.

Only Secure Tenants have the right to exchange properties. Introductory Tenants who have been in their home for less than 12 months are not allowed to exchange.

Exchanges cannot take place until they have been approved by the City Council.
