Planning & Commissioning
The Planning and Commissioning Service is part the Accommodation and Tenancy Support branch of the Housing Department. The service commissions, monitors and reviews Voluntary Sector schemes in receipt of funding from Leicester City Council's Adults and Housing department.
Funding allocated by the service originates from two sources: the City Council via the department's Housing Revenue Account and General Fund; and from Central government, via the Communities and Local Government, Housing Strategy and Support Directorate, Homelessness and Housing Management Programme.
This funding is administered for a wide range of organisations and projects that deliver homelessness services, home improvement services (*Since 2007 adminitstered by the Supporting People team), housing mediation and tenants' and residents' associations across the City.(From April 2008 funding for tenancts' and residents association is administered by the Service Improvement Unit)
Funding is used to commission Voluntary Sector Projects to implement housing and corporate strategies (see the Homeless Strategy at the bottom of this page) with regard to homelessness and tenancy sustainment, health, home improvement (private sector), tenant participation and consultation as well as services designed to reduce anti-social behaviour.
The allocation that Leicester City Council receives from central government (CLG) is based on an appraisal of a self-assessment of our achievements in previous years, i.e. how far we have delivered positive outcomes on homelessness with the funding that had been made available in the past. The total funding made available to Leicester City Council from CLG is £390,000 each year until 2011, and is solely for the implementation of Leicester's Homelessness Strategy.
