Harassment
Harassment is verbal or physical attacks due to a person’s race, ethnic or national origin, gender, sexuality, HIV status, religious beliefs, disability, age, family circumstances or domestic violence.
Leicester City Council takes harassment and discrimination very seriously and makes every effect to help anyone who is being affected by disruptive tenants, a member of their family or visitors to their property.
Harassment can include:
- Violence or threats of violence towards any person.
- Abusive or insulting words or behaviour.
- Damage or threats of damage to property belonging to another person – including damage to any part of a person’s home.
- Writing threatening, abusive or insulting graffiti or literature.
- Any act or omission calculated to interfere with the peace or comfort of any person or to cause intentional inconvenience.
If you have experienced an incident of harassment it is important that you record as many details of the incident as possible in order to help us deal with the problem.
Once we have been notified of any harassment, either by or towards a Council tenant, we will investigate the incident and explore ways in which we can deal with the situation. Possible action can include:
- Approaching the alleged perpetrator to warn them of any breach in their tenancy agreement.
- Provide support and security measures. For example: providing and installing an emergency alarm system that can dial through to a control room or the Police, high security locks, vandal-proof letter boxes, or additional lights or fencing.
- Carry out emergency repairs, graffiti removal or rubbish clearance, as appropriate.
- If you feel unable to remain in your home, the housing officer can provide you with advice on rehousing, or you can seek advice from the Council Housing Options Team.
If you have experienced harassment or discrimination as a Council tenant or as an owner/occupier by another Council tenant, you should report it to your local Neighbourhood Housing Office.
Racial harassment, attacks and abuse
Racial harassment, attacks and abuse are against the law. Leicester City Council treats all racial incidents as top priority and operates a Zero Tolerance policy towards all cases of racial harassment, assault and abuse.
If you have been a victim of racial harassment, abuse or attack, you should contact the Police straight away on (0116) 222 2222 and they will appoint an investigating officer who will deal with the incident. It is important that you record as many details of the incident as possible, in order to help the Police investigate and catch the people concerned.
If you have reported a racial attack or abuse, the Police will not only investigate the incident and do their best to catch and prosecute the perpetrator, but also:
- Maintain contact with you until they are satisfied that you no longer need their help.
- Ensure that you receive all the support you need if you have to attend court as a witness.
- Ensure that you are given the opportunity to speak to an officer or interpreter of your own ethnic origin or sex.
- Enlist the help of other relevant agencies to support you.
