The Children Act 2004 meant that local authorities and partners were expected to work together to improve the well being of children and young people. Well being was defined by the five Every Child Matters Outcomes:
 
Being Healthy
Staying Safe
Enjoying and Achieving
Making a Positive Contribution
Enjoying Economic Well Being
 
Local authorities were required to take a lead in bringing together organisations delivering services to children and young people in a partnership known as Children’s Trusts. The purpose of the Children’s Trust is to ensure that services work together so that children and young people have better life chances and that the most disadvantaged receive the support they need.
 
Leicester Children and Young People’s Strategic Partnership (LCYPSP) is the body set up locally to improve outcomes for children and young people in the city. The partnership is responsible for producing the Children and Young People’s Plan, setting out the priorities and actions for improving children and young people’s well-being.
 
The Joint Commissioning Board and ECM Thematic groups are partnerships that sit below and support LCYPSP in delivering the local priorities.
