The City Council is satisfied that defacement of parts of the City are being caused by litter resulting from the distribution of free printed matter. It has therefore been decided that from 15 September 2008, a consent will be needed for any person engaged in distribution in those parts of the City. Any person who distributes free printed matter without a consent, or causes another person to do so after the 15 September 2008, will be guilty of an offence.

Application process
Applications must be accompanied by a fee of £107 (from 1 April 2013). If consent is granted, additional fees will be payable as set out on the application form. The form shows the rates that will apply from 1 April 2013.
APPLICATIONS THAT DO NOT RELATE TO ENTERTAINMENT VENUES SHOULD BE SUBMITTED AT LEAST 20 WORKING DAYS BEFORE THE PROPOSED START DATE.
There is a general presumption against the grant of consents to entertainment venues. These applications will be referred to the Licensing committee for a decision, and so will take longer to be dealt with. Applications relating to entertainment venues should therefore be submitted early to allow for this process.
Special entertainment events
Applications related to special entertainment events will be considered on their individual merits, and the requirements relating to fees and conditions may be applied flexibly. For these purposes a “special entertainment event” shall include non-commercial, community-related or charitable (where outside of the Charities Act 1993 definition) events, limited period festivals or similar events involving entertainment other than within a single commercial entertainment venue.
Anyone wishing to distribute leaflets or other printed matter in connection with a special entertainment event will still need to apply. Upon receipt of the application, the Licensing section will be able to assess how it should be processed.
