We aim to reduce the incidence of fly tipping and associated offences through a mixture of enforcement and education.
Reporting incidents:
If you see someone fly tipping in your area please report it.
Report incidents of fly tipping (illegal dumping) online or you can telephone 0116 252 7001.
Priority will be given to investigating offences where there is clear criminal gain i.e. the offender is receiving payment for waste removal or is gaining significant financial advantage by disposing of waste illegally.
Priority will also be given to hot spot locations where offences occur more frequently or are identified as such by residents, ward committees or members, and locations where offences have a significant impact on other Leicester City Council operations or have significant public safety implications.
Investigations will only be carried out in relation to incidents where there is some early indication of a likelihood of identifying the offender.
The Environmental Crime Team will also investigate and deal with other environmental offences such as Graffiti and Fly Posting.
The Environmental Crime Team will aim to work with partners wherever possible to achieve syergistic benefits from any resources applied.
There will be a general presumption that identified offenders will be brought before Courts.
Court action will be subject to the Code of Practice for Crown Prosecutors i.e. both the evidential and public interest tests must be satisfied.
Legal proceedings will also be subject to relevant Leicester City Council policies and procedures, particularly the Street Scene Enforcement Policy.
