In 2002 the City Council commissioned the Improvement and Development Agency (I&DeA) to undertake an independent review and to propose ways in which community cohesion could be strengthened and reinforced within the city.
A report was produced in 2003 which made some key recommendations on how community relations could be improved in the city.

The council has worked with the
Leicester Partnership to implement the key recommendations within the report and set up a project team, chaired by the Chief Executive of the city council, to take this work forward.
The project team has developed an action plan to take this work forward. The overarching aim of this action has been to develop the city's
community cohesion strategy.
