Residents' Survey 2008

We’re committed to providing high quality services to Leicester residents, businesses in the city, and our partners and stakeholders. To help us develop and improve our services, we periodically do surveys to get residents’ views (the last time was 2005).

Between July and September 2008, we conducted a survey in partnership with NHS Leicester City* with the help of the Ipsos MORI Social Research Institute*. Again, we wanted to measure residents’ attitudes towards the city council and our services.  

In particular, we wanted residents' views on:
  • their satisfaction with Leicester as a place to live and what we do
  • their perceptions of community cohesion and their involvement in the local community
  • how they use our services and their levels of satisfaction when using these
  • how we communicate what we do to our service users
  • whether they feel safe in their community.

How and when we did this
Ipsos MORI Social Research Institute did over 2,300 face-to-face interviews with a representative sample of residents aged 16 or more across Leicester between 2nd July and 24th September 2008.



Summary of findings
Overall, residents are more likely to be satisfied with the way we are running Leicester than in previous years. They are also more inclined to say we treat people fairly.

Residents' confidence in our key services such as street cleaning, lighting and maintenance has increased. While some services have seen big increases in user satisfaction since 2005 especially arts and culture, primary and secondary schools and social services for children.

Where we must do better
We know there are areas where we need to improve. For example, some residents still feel we must do more to get their views on how we deliver our services and our plans for Leicester. Also, some residents feel they belong less to their local area than they did three years ago.

We must also work harder at communicating with our residents. Over half (55%) said we don't keep them informed about our services and plans for Leicester.

Residents' satisfaction with Leicester as a place to live and what we do
  • 79% of residents are satisfied with Leicester as a place to live
  • 75% are satisfied with their local area as a place to live
  • Nearly two thirds (61%) of residents are satisfied with the way we run Leicester
  • 49% said the city council treats people fairly.

Residents' perceptions of community cohesion and involvement in their local community
  • 70% feel they belong to their street
  • 70% of residents feel they belong to the local area
  • Over three quarters (77%) feel they belong to Leicester.

How residents use our services
  • Most residents are particularly satisfied with waste and refuse collections, museums, Leicester Market, primary schools, and family centres and nursery schools
  • Improved services include arts, culture and entertainment, primary schools, secondary schools, and social services for children
  • Other key services that have seen improvements include such as street cleaning and lighting, and pavement maintenance 
  • Council housing is one service that has declined since 2005 with more tenants now expressing dissatisfaction.

How the city council communicates its purpose and services 
  • 55% of residents do not feel informed about what we do and our services - only 38% said they felt informed
  • Over a third (39%) said they knew who to contact to find out about our services while 39% said they knew who to complain to
  • 43% of residents get their information on our services from Leicester Link with 77% saying they have seen a copy 
  • Nearly a fifth of residents (18%) use leicester.gov.uk to get information on our services. Most of those people (85%) said they found it easy to find the information they needed.

How safe residents feel in their community
  • Residents are less concerned about being victims of crime and anti-social behaviour than in 2005
  • More residents feel anti-social behaviour (such public drunkenness, rowdiness and drug use) aren't problems in their local area compared to those who feel it is a problem
  • Most residents (74%) feel the police and the city council do seek their views on crime and anti-social behaviour, which can help residents feel more empowered on these issues.
