Secondary Schools’ over-subscription criteria

Over-subscription criteria are used if there are more children wanting a place at the school than there are places available. The number of places available is called the admission number (AN).

  

All Community schools in the City have the same over-subscription criteria. These have been decided by the City Council.  Allocation of places for entry into Year 7 for September 2011 except for VA schools and the Samworth Enterprise Academy are:

Children in the care of a local authority.

(Previously known as Looked After Children).

 

Criterion

 

 

   

Children who are on the 'list of children subject to child protection plans' and need to attend an alternative school to avoid the abuser.

(Previously known as the Child Protection Register).

Children who live in the Priority Area (formally catchment area) for the school.

Children with a sibling (sister or brother) who will be attending the same school in year groups 7, 8, 9 or 10 from the proposed time of entry(Sibling includes; step, foster or half brother/sister living at the same address).

Children living in the area of a closed school whose parents name one of the linked schools to that area.

Children of parents/carers fleeing 'Domestic Violence'.

(subject to verification by a senior Social Worker or current City Council procedures for housing reallocation in cases of recognised domestic violence).

Notes

 

Tie Break

 

If the admission number is exceeded within criterion 3, priority will be given firstly

to children who have siblings who will be attending the school at the time of

admission of the applicant. Within all other criteria priority will be given to children

who live closest to the school.

Distance will be measured on a straight line basis from the front door of a child's home address (including flats) to the main entrance gate of the school, using the Local Authority’s computerised measuring system.

 

In the unlikely event that two applicants within a category live exactly the same

distance from the school and only one place remains, the place will be offered to

one applicant on the basis of lots drawn by an officer of the city council not involved in the administration of school admissions.

 

Multiple Births

 

If the final place available at a school is offered to a twin or triplet and the remaining sibling/s would ordinarily be refused, places will be offered to the remaining sibling/s at the same school.

 

Linked Areas

 

Some addresses in the city do not lie within a school’s priority area, but in a “linked area.” A linked area is the area previously served by a secondary school that has closed. If you live in a linked area, you will have priority at more than one school, under the 5th admission criterion. These schools will be listed in the letter sent out to you by Leicester City Council.

A summary of the oversubscription criteria is given for each school. Further details can be obtained from the school’s own published policy, which you are advised to obtain for a fuller understanding of how the priority order will affect you.

 

English Martyrs Catholic School

An established Catholic secondary school with sixth form provision. The named schools and parishes are mainly in the West of the City.

All applications must be made on the school’s admissions form and be accompanied by a Baptism Certificate. In addition, for Christian children, a letter of support from their Church leader is required.

Madani High School

An Islamic faith based school for secondary aged children.

Looked after Muslim children who meet the religious practice test

Muslim children who meet the religious practice test and who have a sibling who is due to be attending the school at the proposed date of admissions of the applicant

 

c.

 

Muslim children who meet the religious practice test

 

d.

 

Any other looked after children.

Children of other faiths whose application is supported by a minister of religion who confirms that the child regularly practices that faith.

 

f.

 

Any other children

 

  

If the number of applicants in any category exceeds the number of places available, places will be offered according to the distance of the child’s home from the main school gate and those living closer to the school will be offered places before those living further away.

 

In the event of a tie after all other criteria have been applied then the final place

will be allocated randomly by way of a lottery observed by an independent person.

However if the applicants in the tie are twins or other multiple births they will all

be admitted.

 

 

St Paul’s Catholic School

An established Catholic secondary school with sixth form provision. The named schools and parishes are mainly in the East of the City.

The Samworth Enterprise Academy

An all through City Academy taking children from Primary through to Secondary with an AN of 120 places for its Secondary stage.

 

The Year 6 children at the Academy will automatically go forward into Year 7 and an additional 60 Year 7 places will be allocated based on the following priority order:

 

a)  

 

Children in care of a local authority

 

b)

 

 

Children with a professionally supported medical or social need who live in the Designated Geographical Area (DGA)

 

c)

 

Children of parents living in the DGA

 

d)

 

 

 

Children whose siblings currently attend the Academy and who will continue to do so on the date of admission. This rule does not apply to admissions into KS3 & 4 (Y7 to Y11)

 

e)

 

 

 

Children on the basis of proximity to the school using straight line measurement from the main entrance of the Academy to the main entrance of the child's home 

 

 

Rule e) will act as a tie break in the event of the admission number being reached

through rules a) to d)

 

Definitions

The following definitions apply to the oversubscription rules

i.  Siblings refers to brother or sister, half brother or sister, adopted brother or

    sister, step brother or sister, or the child of the parent/carer’s partner where

    the child for whom the school place is sought is living in the same family unit

    at the same address as that sibling.

ii. ‘Living’ means that the child’s home address is that where the child spends

    the majority of time and is living with the person who has parental

    responsibility and/or is the main carer set out in the Children Act 1989. If a

    child regularly lives at more than one address, the main address when

    allocating places will normally be taken as the address where Child Benefit is

    paid and / or where the child is registered with a doctor.
