Information Management and e-Services

Information Management and e-Services is responsible for the strategic development and support of ICT and information management both within the Education & Lifelong Learning department and schools. It is also responsible for the production of statistical data in support of school improvement objectives and budget setting.

The section consists of traded and non-traded services and is divided into teams as follows:



The Information Management and e-Services mission is to:

“Promote, deliver and support the effective use of ICT, Information Management and statistics across all Leicester schools and educational establishments in order to support the LEA’s strategic priorities”.

Its key objectives are to:

  • Assist schools and other educational establishments in making the most of ICT as a strategic resource.
  • Assist schools and other educational establishments in making the most of statistical and performance data as a strategic resource.
  • Support the LEA in meeting its objective of reducing the administrative burden on schools through the use of ICT.
  • Support the LEA in meeting its strategic agenda for raising standards across all Leicester schools.
  • Provide a value for money ICT, Data Management and Statistics service to Leicester schools and educational establishments.
  • Help Leicester schools and other educational establishments make the best use of their investment in ICT and Information Management systems.


Information Management and e-Services is a provider of much of the statistical information that underpins the department’s decision making, e.g. the provision of long term pupil forecasts to assist in the planning of school places, the provision of pupil attainment information. The service is also a strategic provider of management information systems that enable other services to attain their objectives more effectively, e.g. the planned provision of a pupil attendance module to help the Welfare Service to improve pupil attendance.

The service has the responsibility for developing the department’s:

  • ICT Strategy
  • Information Management Strategy


It contributes to the following departmental goals and objectives:

  • Transform and modernise provision across the city by making Leicester an world-class on-line learning city
  • Strengthen organisational capacity and capability to deliver continuous improvement
    by reducing bureaucracy and increasing access to information through the e-modernisation agenda.


The service also contributes to:

  • The Corporate ICT Strategy
  • The Corporate e-Government Strategy
  • The Corporate Information Governance Strategy


The service is led by the Head of Information Management and e-Services who reports to the Service Director, Policy & Resources.
