An EIA is a tool to identify how the proposals in a service or strategy will have impact in a broad range of equality themes. This includes in relation to age, gender, ethnic profile, religious belief, disability and sexual orientation. The EIA requires us to share our findings and get feedback on conclusions. Overall our EIA has shown that the IYS will improve the capacity of Leicester to respond to the equality issues
Our EIA has shown:

The youth population is ethnically diverse

There is a lower females participation rate in some positive activities

A high proportion of vulnerable young people in the NEET (Not In Education, Employment or Training) group (particularly those with learning difficulties, or disabilities)

An over representation of some ethnic groups in receipt of support from the Youth Offending Service or some targeted support

Integrated service planning and shared priorities has the potential to improve service effectiveness

Existing service planning is responsive to equality themes – particularly age, gender and ethnicity

Profile of the staff of the “core services” (i.e. Youth Service, Connexions and ISH teams) is reflective of the population therefore better able to respond to young people needs
However, the main IYS proposals will improve capacity to respond to the equality themes through:

Locality planning will increase the relevance of what is provided to local need

Better tailored marketing and communication to match Leicester’s ethnicity profile

Through the “Pathway to Success” pilot – testing ways to prevent vulnerable young people developing “at risk behaviour” or entering the NEET group

Increased targeted support for young people with Learning Difficulties or Disabilities (LDD) or those at risk of poor outcomes

Providing workforce development to address the needs of responding to LDD

Better use of management information and data intelligence to support overall performance delivery and to inform future service commissioning.
