A conservation area is defined as an area of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance. Town Hall Square was the fourth of Leicester’s conservation areas to be created under powers first granted to local authorities in the Civic Amenities Act 1967. It was designated in March 1970. Unusually for Leicester virtually all the buildings within the conservation area are included in the statutory list of buildings of architectural or historic interest.
The purpose of the Character Statement is to identify the factors that make the Town Hall Square Conservation Area an area of special architectural and historic interest. It will enable the Council to ensure that, when considering planning applications within the conservation area, the development will help to preserve or enhance the character and appearance of the area.
