The city council can take action against untidy private land by serving a notice under Section 215 of the 1990 Town and Country Planning Act. These are sometimes referred to as "Land Maintenance Notices".
A Section 215 notice can be served on the owner and occupier of land "if it appears to the (council) that the amenity of a part of their area ... is adversely affected by the condition of (the) land". Such a notice will specify the steps to be taken for remedying the condition of the land.
