If the development proposal involves works within the highway, you must apply to the City Council for permission under the Highways Act 1980 and/or the New Roads and Street Works Act 1991.
Such works include:

Placing of skips or storing of building materials

Scaffolds, hoardings, safety fencing, temporary or mobile platforms

Construction of or alterations to footway crossings

Excavations and other alterations to the highway

Temporary traffic regulation orders

Building adjacent to watercourses
