The Council, jointly with Blaby, Oadby & Wigston, Harborough and North West Leicestershire Councils, commissioned 3 Dragons and Roger Tym and Partners to undertake an Affordable Housing Viability Assessment.
This forms a key component of the LDF evidence base, and in particular has been used to inform the development of the Core Strategy Affordable Housing policy.
The requirement to ensure that Local Authorities have policies which reflect the reality of delivery is implicit in national guidance – particularly Planning Policy Statement 3 (Housing). This requires affordable housing policies to reflect an assessment of the likely economic viability of land for housing within the area, taking account of risks to delivery and drawing on informed assessments of the likely levels of finance available for affordable housing, including public subsidy and the level of developer contribution that can reasonably be secured.
