The former Leicestershire, Leicester and Rutland Structure Plan 1996 - 2016 was adopted on 7 March 2005.
Under the Planning and Compulsory Purchase Act 2004, policies in the Structure Plan were "saved" for a 3 year period ending on 7 March 2008. A list of proposed saved Structure Plan policies was submitted to the East Midlands Regional Assembly (EMRA) for consideration by the EMRA’s Housing, Planning and Transport Board on 18 December 2007. This was subsequently submitted to the Government Office for the East Midlands.
The Secretary of State’s formal Direction only extended two Structure Plan policies:

All remaining policies expired on 7 March 2008.
These policies have now been superseded by the adoption of the Regional Spatial Strategy for the East Midlands (the 'East Midlands Regional Plan') on 12 March 2009.
The Leicestershire, Leicester and Rutland Structure Plan is therefore no longer part of the adopted Development Plan.
