The Planning and Compulsory Purchase Act 2004 introduced a new planning system of
Local Development Frameworks to replace Local Plans. As part of the transitionary arrangements, policies in the current Local Plan were saved for three years from adoption in January 2006. All the policies that are not saved expired on 15
th January 2009. See below.
The Local Plan sets out planning policies and proposals for the use of land and control of development in Leicester. It reflects Government guidance on a range of issues including; urban design, regeneration and mixed use, addressing social exclusion, sustainability, and the integration of land use and transportation policies. The Plan also translates to the local scale the regional and strategic guidance contained in the Regional Planning Guidance for the East Midlands and the Leicestershire, Leicester and Rutland Structure Plan.
The First Deposit Local Plan was published for public consultation in October 2001, followed by the Second Deposit Plan in July 2003. A Local Public Inquiry into the Plan was held between March and May 2004. The Inspector's Report was published on 30 December 2004 and consultation on Proposed Modifications to the Local Plan began in May 2005. Policies of the Plan were subject to a Sustainability Appraisal at all stages.
On 24 November 2005 the Council confirmed its intention to adopt the Local Plan and adoption was completed in January 2006. Copies of the City of Leicester Local Plan 2006 Written Statement and Proposals Map can be purchased or viewed in all city libraries and the Council’s customer service centres.
Saved Policies
A schedule of polices that the Council proposed to be saved was submitted to Government Office East Midland (GOEM) in June 2008. In January 2009 the Secretary of State issued a Direction on the
policies that are saved after 15
th January 2009. A list of
policies that are not to saved is available also.

The on line version of the
Local Plan Written Statement and the
Proposals Map is being amended accordingly. The text of the remaining Local Pan policies and the Proposals Map can be viewed by clicking on the appropriate entry in the list to the left.
The
Core Strategy will replace some of the saved Local Plan Policies and this is scheduled for adoption in 2010. Other site specific policies and allocations may be replaced by the Site Allocations Development Plan Document scheduled for adoption in 2011.
