Leicester City Council’s Housing Development Team encourages the development of affordable homes for people who are excluded from the private housing market.
A recent review of affordable housing needs in Leicester (
Strategic Housing Market Assessment, 2008) concluded that more homes were required for social rent, along with some intermediate housing.
Based on current data (October 2010), households most excluded from the private housing market are:
- Large families (needing four or more bedrooms)
- Households needing one or two bedrooms
- Households requiring wheelchair accessible homes.
Main areas of work
The Housing Development Team’s main areas of expertise:
- Securing new affordable homes on Council-owned sites via new council house building and/or new developments by Registered Social Landlords
- Seeking to include a percentage of affordable housing in all new proposals for large residential developments
- Negotiating with developers to ensure that any new affordable housing is of the type and size most needed to include wheelchair accessible homes.

- Encouraging and enabling investment in affordable housing in liaison with a range of partners, including the Homes and Communities Agency, Registered Social Landlords, house builders, site-owners, planners, etc
- Helping to manage the redevelopment of Council housing stock and land as required.
