A leaseholder is a person that holds a long lease, granted by the Council, on a flat or maisonette. This means that they are the legal owner of the flat for the period of the lease.
The Council is still responsible for providing common services and maintaining the exterior of the block and communal areas. However, leaseholders pay an annual bill for Council services (such as care taking, repairs, lighting of halls, stairways and buildings insurance).
There are over 600 Council leaseholders across Leicester.
