In 2001, extensive consultation with residents and cultural providers was undertaken in Leicester, and the vision that came from this formed the basis of the city's Cultural Strategy – ‘Diverse City: A vision for cultural life in Leicester’.
The strategy sets a vision for Leicester as a place where:

Cultural diversity is seen as an overwhelming strength and defining characteristic

Cultural difference is celebrated and traditions are respected
-
First class cultural facilities are accessible to all, and
-
Access to cultural activity and freedom of cultural expression are seen as basic human rights.
To assist the implementation of the Cultural Strategy, a multiagency Cultural Cultural Strategy Partnership (CSP) was established.
Leicester's CSP was one of the most diverse partnerships of its kind, and had a membership of 50 partners bringing together organisations from the public, private, community, voluntary and education sectors.
The CSP was a theme partnership of the Local Strategic Partnership, and has ensured culture is embedded in the Strategy for Leicester and Leicester's Local Area Agreement.
The CSP was supported by the Council's Cultural Strategy and Improvement Team, who also ensure that cultural issues are highlighted in Council-wide policies.
The Cultural Strategy and Improvement Team also supports the cultural life of the city by bringing different groups and organisations together to engage with any number of issues that affect Leicester.
