The Model was developed in response to a Social Services Inspectorate report in Leicester and the ‘Acting on Principle’ report. The model drew on the experiences of the Black Resource Team and the work of an ACPC Appropriate services sub-group, and later involved staff with experience in diversity and disability issues.
