Aims and Outcomes

Aims of the IIOC Strategic Review (0-19)

The Strategic Commissioning Review 0-19 aims to put in place a core offer of high quality activities and interventions that are based on evidence which demonstrates that they make a difference at the right time and to the right children, young people and families.

The review will ensure that the IIOC Project Board can meet the following requirements:

  • Align services with current commissioning priorities, as set out in the commissioning statement.
  • Operate within the budget agreed by the Council in February 2010 (and subsequent budget in 2011), which seeks to achieve targets around improved value for money.
  • Ensure that Leicester City Council meets its statutory duties to provide an integrated youth offer as agreed by Cabinet on 20.11.09.
  • To develop and embed a strategic commissioning approach into the shaping of Children’s Services, in line with the corporate commissioning framework.

Expected Outcomes of the IIOC Strategic Review (0-19)

The expected outcomes of the review are:

  • Improved outcomes for children and families as measured by National Indicators and Public Service delivery targets.
  • Better alignment of resources against strategic priorities by embedding a strategic commissioning approach to service provision.
  • Improved value for money by operating within the budget agreed by the Council in February 2010, (and subsequent budget in 2011).
  • Realisation of the efficiency savings identified in the Investing in Our Children Commissioning Statement 2010/11, (and subsequent Commissioning Statement 2011/12).
