Off-site highway works under the Highways Act 1980 section 278
Charge for administration, design technical approval process and site inspection, including street lighting design and supervision. See S278 notes 1, 2, 3 and 4, below:

S278 note 1: Fixed percentage at 12% based on the bond value for highway works (excludin commuted sums), with a minimun fee of £3,000. An interim payment of £2,000 is required to commence the technical approval process for each agreement. There will also be an additional charge for legal fees.

S278 note 2: Additional fixed fee of £500 for any supplemental agreement for extra administration work.

S278 note 3: Additional charges for design checking and site inspection of highway structures based on actual costs. This will also apply for sustainable drainage systems (SuDS) and non-drainage system.

S278 note 4: If the road works are still not complete after the time limit specified in the agreement, extension of time will be granted up to 12 months, and further 3% inspection fee will be applicable based on the cost of the outstanding works, with a minimum charge of £500.
Adoption of roads resulting from development under the Highways Act 1980 section 38
