Who is eligible?
People living in Leicester aged 5 or over with certain disabilities. This covers those who are:

Blind or partially sighted

Profoundly or severely deaf

Without speech
-
Permanently unable to walk at all or virtually unable to walk due to disability or injury

In receipt of the Higher Rate Mobility Component of Disability Living Allowance, or War Pensioners’ Mobility Supplement for at least 12 months

In receipt of a disabled person’s parking permit (a Blue Badge)
-
Without arms or unable to use their arms due to a permanent disability

Likely to be refused a driving licence for medical reasons

Those with a learning disability – a state of arrested or incomplete development of mind, which includes significant impairment of intelligence and social functioning.
If you receive the Higher Rate Mobility Component of Disability Living Allowance or the War Pensioners' Mobility Supplement, for at least 12 months, you will automatically qualify.
If you hold a Senior Citizen's Travel Concession you can surrender it in exchange for a Disabled Person's Concession.
What benefits will the pass give me?
The concession allows you not only to save money, but provides an incentive to go further afield to visit friends, family and places of interest in other parts of England.
What services can they be used on?
Buses
Your pass will enable you to travel free on local buses in all parts of England, between 9:30am and 11:00pm on Mondays to Fridays and all day at weekends and bank holidays. Additionally you are entitled to free bus travel before 9:30am on Mondays to Fridays, provided the journey begins in Leicester or elsewhere in Leicestershire.
Trains
Passes are valid for free travel on local trains at all times, on train journeys wholly within Leicestershire and between Leicestershire stations and as far as Derby, Grantham, Kettering, Nottingham, Nuneaton and Peterborough; except that passes are not valid for any journey starting at Melton Mowbray or Bottesford station.
Note: You are advised that trains are less crowded after 9.30 am, Monday to Friday and that passes cannot be used with rail-cards.

How long are the passes valid for?
Passes will be dated to expire 5 years after the issue date. You will be advised of how to renew your pass nearer the time.
Is there a charge for the concession?
There is no charge for concessions.

Note: If you require help completing your form a fried or relative can complete it on your behalf or Customer Service staff will be happy to help.
When the form is completed you will need to provide the following:

proof or certification of your disibility

a passport sized photo (with your name on the back). The photograph should be recent and clear. It may be either from a booth or ordinary photographs which we can cut to size.
Note: There are photo booths in the New Parks and New Walk Customer Service Centres. There is a charge for using the booths. The Brite Centre and Saffron Lane do not have photo booths. Some Customer Service Centres have digital cameras attached to their computers, so it may not be necessary to get your photograph taken in a booth. Please ask at the centre on arrival.

Any proof of entitlement will be returned to you with your pass.
Please allow up to 28 days for issue.
Please note the date you posted your application.
If you are eligible and have applied for the National Travel Pass by post, and have not received it with in 28 days, the number to call is 0116 252 7000. The line is open from 8.00am to 6.00pm Monday to Friday.
How do I renew my concession?
If your pass is due to expire (your pass will have an expiry date on it) or your circumstances have changed either visit or contact one of the Customer Service Centres.
If your pass has become worn or damaged take it to Leicester City Council Customer Services where a replacement pass will be issued while you wait. Or write to:
