Leicester's third Local Transport Plan (LTP3) is our statutory plan covering the period 2011-2026.
We have carried out a comprehensive consultation, which showed strong local support for our proposals, resulting in an LTP well aligned with current and emerging government priorities but also meeting local requirements.
What's in LTP3?
This comprises two main parts - Part A (The Strategy, covering fifteen years) and Part B (The Implementation Plan, initially covering four years) - and a number of supporting documents.

Working in partnership
The development of LTP3 has been a partnership, co-ordinating planning and action across many agendas, including: education and skills, housing, regeneration and infrastructure planning and development.
It seeks sustainable improvement in economic performance, an inclusive society, a better environment and an improved quality of life.
It has been designed to support new homes and new jobs, whilst protecting existing. It recognises that transport is not an end in itself but is a significant contributor to sustainable economic growth and social inclusion.
Our vision
Help transform Leicester into Britain's sustainable city that will be a great and prosperous place to live but also somewhere that does not place a burden on the planet in future years.
Delivering the LTP3
Successful delivery of our local transport plan will be a big step towards realising this ambition. It will also enable more rapid progress in delivering attractive alternatives to car travel and to cater for some of the highest levels of housing growth in the country to 2026 and beyond, whilst:

Keeping congestion under control and improving accessibility for all - but particularly for deprived groups - to support a new prosperity;

Encouraging more people to walk, cycle and public transport - thus reducing carbon emissions;

Providing a transport system that facilitates a safer and healthier way of life.
Locally this translates into many more walking and/or cycling journeys in and around the city and more bus use for longer journeys, particularly into the city centre.
Because 30% of Leicester's households do not have a car, and with petrol prices likely to continue rising, delivering improved public transport is paramount to Leicester's future.

The focus of LTP3
The focus of the overall LTP3 programme will be on sustainable transport that will help grow the economy, protecting and creating jobs, whilst reducing carbon emissions and helping improve air quality, encouraging active and safe travel and improving accessibility, with well maintained assets.
Our hope is that this will be the start of a sustained effort to provide Leicester with a world class transport system but it will be a long journey. Similar cities have taken up to 20 years to make significant progress.
