Urban Congestion Target Delivery Plan

Our Transport Vision for Central Leicestershire is to develop a transport system that enables everyone to take part in all aspects of everyday life, at a reasonable cost.


The main purpose of this delivery plan is to support our focus on the delivery of our tackling congestion objective and to provide confidence that delivery of the congestion target will be achieved by 2010/11.


The plan will be used by council officers, partners, consultants and developers to encourage and ensure delivery of the desired outcomes.


We want to see Leicester in 2011 with:

  • congestion under control,
  • improved accessibility for all particularly for deprived groups
  • improved air quality and reduced road casualties.

 

The key indicator for monitoring the change in urban congestion is defined as the average journey time per person mile related to person miles travelled.


The Government has resolved to adopt a PSA (Public Service Agreement) target based on this indicator, referred to as performance indicator LTP7, for urban congestion covering the former metropolitan counties and the Local Transport Plans (LTPs)covering Bristol, Leicester and Nottingham.
