Information about the supporting documents you will need to provide to apply for parking permits in Leicester.

The information below covers the following types of permits: residents, residents blue badge holders, visitor scratchcards, visitor smartcard, carers, business, garage customer, temporary business, religious or charitable organisation, maintenance and weekly contractor.

Residents' permit

If you are applying for a permit for the first time, please provide two proofs of residency and one proof of vehicle ownership.

Proof of residency

Please provide two of the following documents, showing your name and address in the residents parking zone (students can provide signed tenancy agreement and a letter confirming acceptance on a course from university/college if no other documents are available):

  • Less than 3 months old - utility bill, telephone bill, payslip, bank statement
  • Less than 12 months old - council tax bill, benefits notification letter
  • Current - driving licence, signed tenancy agreement or letter from landlord/owner.

Proof of vehicle ownership

Please provide one of the following documents, showing your name, address in the residents parking zone and vehicle registration number:

  • DVLA registration certificate V5C
  • Insurance document showing your name as the main policy holder or named driver
  • Hire agreement
  • Letter from insurance company confirming that the vehicle is kept at your address in the residents parking zone
  • For company vehicles - letter on company headed paper stating vehicle is kept at your address in the residents parking zone and a copy of the company's motor insurance certificate.

Residents permits for blue badge holders

A blue badge holder who owns and drives a vehicle may obtain a residents parking permit free of charge by providing:

  • A copy of a blue badge (both sides)
  • Two proofs of residency showing your name and address in the residents parking zone
  • One proof of vehicle ownership showing your name and address in the residents parking zone.

Change of vehicle

Please provide proof of ownership for the new vehicle. You will also need to return your old permit to us.

Visitor scratchcards

If you are applying for visitor scratchcards for the first time, please provide two proofs of residency showing your name and address in the residents parking zone (students can provide a signed tenancy agreement and a letter confirming acceptance on a course from university/college if no other documents are available):

  • Less than 3 months old - utility bill, telephone bill, payslip, bank statement, letter from landlord/owner
  • Less than 12 months old - signed tenancy agreement, council tax bill, benefits notification letter
  • Current - driving licence, medical card showing your address. 

If you are over 60, you can obtain visitor scratchcards free of charge by providing one of the following documents showing your date of birth:

  •  Passport
  •  Concessionary travel pass for senior citizens
  •  Driving licence.

Visitor smartcard

If you are applying for a smartcard for the first time, please provide two proofs of residency showing your name and address in the residents parking zone (students can provide a signed tenancy agreement and a letter confirming acceptance on a course from university/college if no other documents are available):

  • Less than 3 months old - utility bill, telephone bill, payslip, bank statement, letter from landlord/owner
  • Less than 12 months old - signed tenancy agreement, council tax bill, benefits notification letter
  • Current - driving licence, medical card showing your address.

Carer's permit

You must provide proof of entitlement each time you apply for a carer's permit, even upon renewal.

Please provide the following:

  • Care plan showing your name and address and dated within the last 12 months or
  • if your relative is caring for you, please provide:
    • a letter from DWP confirming that you receive one of the following (the letter must show your name and address):
      • Personal Independence Payment - daily living component
      • Disability Living Allowance - the middle or highest care rate
      • Attendance Allowance or
      • Armed Forces Independence Payment
    • In addition you will need to provide a letter from DWP confirming that your relative is in receipt of Carer's Allowance (the letter must show your name). If your carer is in receipt of the State Pension, please provide their pension letter showing that a carer's premium/addition is being paid.

Both letters must be dated within the last 12 months.

Business permit 

If you are applying for a business permit for the first time, please provide proof of business address, proof of connection to the business and proof of vehicle ownership: 

Proof of business address

Please provide one of the following documents, showing a business name and address in the residents parking zone:

  • Less than 3 months old - utility bill, telephone bill, bank statement
  • Less than 12 months old - business rates bill, schedule of buildings or contents insurance cover. 

Proof of connection to the business

Please provide one of the following documents, showing an applicant’s name and a business name:

  • Less than 3 months old - utility bill, telephone bill, bank statement, wage slip
  • Less than 12 months old - business rates bill.

Proof of vehicle ownership

Please provide one of the following documents, showing your name and vehicle registration number:

  • DVLA registration certificate V5C;
  • Insurance document showing your name as the main policy holder or named driver
  • Hire agreement
  • For company vehicles - letter on company's headed paper stating that the vehicle is used for the business and a copy of the company's motor insurance certificate. 

Change of vehicle

Please provide proof of ownership for the new vehicle. You will also need to return your old permit to us.

Garage customer permits

If you are applying for a garage customer permit for the first time, please provide proof of business address (see above).

Temporary business permit

You do not need to provide any proofs, but you must tell us your current business permit number. 

Religious or Charitable organisation permits

If you are applying for permits for the first time, please provide proof of your charitable or community group status (e.g. a copy of correspondence with the Charity Commission) and a proof of address (e.g. a copy of a utility bill or bank statement) showing a charity’s name and address in the residents parking zone.

Maintenance permits

If you are applying for permits for the first time, please provide the following proofs (contractors must provide proofs for each application): 

If you are a landlord, please provide proof of property ownership from the list below. The details must show your name and address in the residents parking zone that you are applying for:

  • Mortgage statement (current financial year)
  • Title deed. 

If you are an estate agent, please provide proof of managing the property, e.g. a contract with a landlord. 

If you are a business or religious/charitable organisation, please provide proof of business address, showing the business/charity name and address in the residents parking zone:

  • Less than 3 months old - utility bill, telephone bill, bank statement
  • Less than 12 months old - business rates bill, schedule of buildings or contents insurance cover. 

If you are a contractor, please provide proof of work being carried out (e.g. a quote) and a landlord/business/charity agreement, confirming that they authorise you to obtain permits on their behalf (a dated and signed letter from the landlord/business/charity). Please provide proofs each time you submit an application.

Weekly contractor permits

Please provide proof of work showing location and dates of work, e.g. schedule of work, contract of work for the time period the permit is required.
