All skips, scaffolding, hoardings and deposits on the highway must be licensed before being used on the highway.

How much does a licence cost?
Fees are charged at a rate of £46 per week or part week for each item. The income will also cover compliance checks.
Accompanying plans
Plans to accompany applications for scaffolding, hoardings or deposits on the highway should be drawn to scale and show the proposed layout of the site and the location and dimensions of the scaffolding, hoarding or deposit you wish to place on the highway. The plan is required to help us to assess the application, and so we will not begin processing an application until a suitable plan has been submitted. Sample plans are attached below to show the level of detail that we expect to be included.
Method statement
Although you should produce a method statement and a risk assessment for each site, it is not necessary to send these with your application.

How will we process your application?
Once a valid application has been received we may need to consult with other departments. Although we will try to deal with applications as quickly as possible, we ask for three clear working days notice for skip applications and five clear working days notice for all other applications.
Other requirements
You will also need to check with our other teams in the council whether or not you need permission from them, for example if the area has restrictions in place regarding access. These teams may have their own application process and times scales in order to process any request.
Standard conditions
All licences will be issued with standard conditions attached. The conditions for skips and conditions for scaffolding, hoardings and deposits may be supplemented by additional conditions specific to the site or date concerned.
Enforcement and monitoring
