A member of a Rutland family, born at Ridlington 1 January 1811, came to Leic. at about the age of thirty; was first elected a member of the council for East St. Mary's Ward in 1845, but resigning later was re~elected for West St. Mary's Ward 20 November 1862, elected an alderman in 1866 and appointed a magistrate in 1869. He married Miss Priscilla Page of Nottingham by whom he had five sons and two daughters. His eldest daughter, Priscilla, became the wife of Alfred (afterwards Sir Alfred) Billson, formerly of Leic., and his youngest son, Mr. S. C. Baines, is still living at Leic.
Owing to ill health Mr. John Baines retired from the corporation shortly before his death, which occurred at his residence at Stoneygate, Knighton, 3 July 1875, aged sixty~four. His remains were interred at the Welford Road Cemetery. M.I. there. Will, dated 6 December 1866, was proved at Leic. 30 July 1875 by Matthew Maxfield and Thomas Fielding Johnson, the executors.
