Son of M. Hart of Canterbury and a gentleman of Jewish religion, born 16 February 1835, came to Leic. when a young man and for some years was the senior partner in the large firm of Messrs. Hart and Levy, Wholesale Tailors and Clothiers. He joined the council 1 November 1874 being returned for East St. Margaret's Ward, elected an alderman 24 February 1885, J.P. 1886, again mayor for the two succeeding years 1885 and 1886 and for the fourth time in 1893. From 1878 to 1884 he was high bailiff of the borough. A popular mayor who did much to improve the social conditions of the people. He established the first branch Free Library in Garendon Street, in the Ward he represented, and was the donor of the magnificent fountain which adorns the Square in front of the Town Hall.

AId. Hart married twice, (1) in 1866 Caroline, daughter of J. Sewill, esq., she died in 1867, and (2) 2 April 1875 Charlotte Victoria, daughter of Samuel Moses, esq., of Bayswater, by whom he had an only daughter, Vera Charlotte. He was KNIGHTED by Her Majesty Queen Victoria in January 1895, resigned from the corporation shortly afterwards and took up his permanent residence in London. Clubs-National Liberal; Leic. Liberal. Sir Israel died at 34, Holland Park, Middlesex, 24 March _ 11, aged seventy'six, and was buried at Willesden three days later. His will was proved at the Principal  Registry 10 June 1911 by Lady Charlotte Victoria Hart, widow, Edward Samuel Hart, barrister at law, and Sir Maurice Levy, Bart., the executors. Effects £192,508 7s. 8d.

Arms :-Vert, a hart trippant or, between four cinquefoils in chief of the last, and a fasces fesseways in base proper, head to the sinister. Crest :-On a wreath of the colours, upon a fasces a hart as in the arms, the dexter foreleg resting on a crown vallary azure. Motto:­VIA TRITA, VIA TUTA. (The high road is the safe road).
